Approve the Agreement for Technical Services for Steve Barkley, Consultant for Performance Learning Systems to Provide Professional Development Training and Support for Shaw Elementary(Student Services and Federal Programs Division)

EXECUTIVE SUMMARY

During the 2008/2009 school year, Shaw Elementary contracted with Steve Barkley to provide ongoing professional development and coaching for teachers and leaders. This support played a key role in Shaw Elementary meeting 97% of all adequate yearly progress goals as measured by No Child Left Behind. For 2009/2010, Mr. Barkley has continued to follow up with teachers and leaders to ensure that the training received in 2008/2009 is being effectively put into practice. This contract will allow Mr. Barkley to provide additional presentations, training, coaching, and facilitation in the following areas: a) developing a leadership team with the dynamics and skill sets to initiate and support a continuous improvement process, b) developing the skills of resource staff and teacher leaders to facilitate effective professional learning communities, and c) working with teachers to understand the interconnections of Professional Learning Communities (PLC), Response to Intervention, and the Continuous Improvement Model and develop the skills needed to work collaboratively with shared responsibility for student achievement. The ultimate goal will be to create a sustaining model of support that will continually focus on student learning. Mr. Barkley will commit five full days to on-site development, observation, and coaching. In addition, Mr. Barkley will provide ongoing phone and e-mail support throughout the year. This comprehensive contract will cover the cost of all training and support, along with all necessary material and travel expenses.

This Agreement for Technical Services will be paid out of Shaw Elementary School's Title I Staff Development dollars ($12,500).

EVALUATION

The leadership team, along with the staff at Shaw Elementary, will review team PLC minutes monthly. At the conclusion of the year, data will also be collected from each participating staff member to determine the impact the training and support provided had on professional growth and student performance. All data collected will be used in determining future contracts with Mr. Barkley.
