Accept and Contract with the Lowest and Best Bid Submitted by Various Vendors for Infrastructure Improvements, 90% Schools - Invitation to Bid (ITB) #9178-DST (Business Division)
EXECUTIVE SUMMARY
This bid was prepared at the request of the CCTV/LAN Department to establish fixed pricing for infrastructure improvements for qualified schools following E-rate program requirements. Pending E-rate funding approval, all qualified schools will be completely retrofitted or upgraded for CCTV/LAN cabling and electronics. This is a unique opportunity to utilize E-rate funding, available only every six or seven years, where Universal Service Administrative Company (USAC) provides a rollover of unused funds from prior E-rate years. Due to the size of this project, involving 81 schools, multiple vendors have been awarded. The CCTV/LAN Department will assign projects utilizing the lowest bidder that is available for the project time frame. A more detailed review of specifications can be obtained by contacting the Procurement Department.

These funds are, or will be, included in the General Fund Budget in an amount not to exceed $1,500,000 for infrastructure improvements. The district staff will follow E-rate procedures to ensure eligible sites receive the maximum rebates of 90%.
EVALUATION
Contract administration or evaluation if performed by the Project Manager (end user) and the Procurement Officer, who function as a team. Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report. Prior to soliciting a new contract the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
