Accept the Lowest and Best Bid Submitted by Tru Green - Invitation to Bid (ITB) #10172-MST Athletic Turf Maintenance (Business Division)
EXECUTIVE SUMMARY
This bid was prepared at the request of the Sites and Utilities Department to establish fixed pricing for turf maintenance of the high school and middle school football, softball, and practice fields. The following services are to be provided: soil analysis, fertilization, weed, and insect control to maintain the district athletic fields.

Award of this contract shall be to the lowest responsive, responsible bidder. This recommendation has been reviewed by the Sites and Utilities Department Manager.  A more detailed review of the specifications can be obtained by contacting the Procurement Department.

The initial term of this contract will be for a one-year period beginning February 2, 2010.  All prices offered are firm against any increase for at least one year from the effective date. This contract may be renewed by the Superintendent for four one-year periods, per the terms of the specifications.

FINANCIAL IMPACT (Budgeted:  Yes)

Funds in the amount of $300,000 will be available in the Sites and Utilities Department budget for maintenance of the athletic fields of various middle and high schools located throughout the district. Hillsborough County Public Schools will save approximately $97,900 over the previous year's expenditures for athletic turf maintenance services due to the reduction in line item costs.

EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team.  Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report.  Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
