Approve the Agreement for Technical Services for Sharon Y. Morrow, Ed.D., for the Evaluation of the Boy Scouts - Learning for Life Grant (Information and Technology Division)
EXECUTIVE SUMMARY
The state-funded grant, Boy Scouts - Learning for Life, is to be used to enhance and improve performance of at-risk, low-performing students and to reduce dropout rates by providing additional learning opportunities.  In Hillsborough County, the grant will be used to assist in improving overall student achievement, student attendance rates, retention rates, social development, and to increase graduation rates and decrease dropout rates.  The program will be in effect at the following 22 schools:  Apollo Beach, Ballast Point, Bing, Cahoon, Chiaramonte, Cimino, Collins, Cork, Cypress Creek, Davis, Grady, Kenly, Lomax, Mendenhall, Ruskin, Sessums, Sheehy, Summerfield Crossings, Turner Elementary Schools; Cahoon and Lomax Elementary Magnet Schools; Roland Park K-8 School.

A component of the project funding stipulates that an evaluation will be performed by an outside evaluator to determine if project expectations are being met and that project priorities are being accomplished.  Sharon Y. Morrow, Ed.D., has been asked to perform the evaluation tasks required by the grant.  Dr. Morrow received her Doctor of Educational Administration from Baylor University in Waco, Texas.  She serves as an educational consultant to individual schools and districts seeking outside assistance in achieving student success.

Dr. Morrow will create and administer surveys to students and parents involved in the Learning for Life project.  The data will be analyzed and Dr. Morrow will provide data on average daily attendance and/or enrollment at each site, as well as data on student referrals by the school counselor and/or teacher(s).  Nine-week progress reports, a mid-year formative evaluation report, and a final summative evaluation report will be provided by Dr. Morrow.  These reports will provide a detailed explanation of the program and its current progress, a brief summary of the program, a description of the participants, a synopsis of the current level of operation at each site, overall program-wide recommendations, and progress towards achieving project objectives as identified in the grant.

FINANCIAL IMPACT (Budgeted:  Yes)
The total project budget is $117,500.  Of this amount, $15,000 is specifically designated for the evaluation of the project.
EVALUATION
The evaluator will provide nine-weeks progress reports, a mid-year formative evaluation report, and a final summative report.
