Approve Award of Contract for Heating, Ventilating, and Air Conditioning (HVAC) Equipment (Chiller) Required for Renovation at Chiaramonte Elementary School
EXECUTIVE SUMMARY

On October 5, 2010, the Board appointed Wilder Architecture, Inc. to provide design services for renovation at Chiaramonte Elementary School.  To facilitate completion of the HVAC plant replacement during the upcoming summer, early acquisition of the HVAC system chiller is required due to the long lead time for manufacturing.

Equipment specifications for the chiller were developed by the design firm.  District staff solicited bids via Vendor Bid.  Multiple bidders responded to the solicitation (bid tabulation attached).

The solicitation provided for selection of the chiller based on a comparison of anticipated life-cycle costs over a fifteen year life, instead of the typical selection based on initial purchase cost.  Bidders were allowed to propose up to four chiller options of varying efficiency and cost to facilitate selection of the chiller providing the lowest life-cycle cost.  Purchase, annual maintenance, extended warranty, and expected electricity costs for each chiller option were considered in the life-cycle cost analysis.  The expected life-cycle costs for each chiller option proposed are identified in the attached bid tabulation.

The design firm has reviewed the proposed equipment for compliance with solicitation requirements.  Award of contract for purchase of the chiller (including associated extended warranties and maintenance services) providing the lowest life-cycle costs to Tampa Bay Systems Sales (representing Trane) as indicated in the attachment is recommended.

Funds for the equipment purchase including extended warranties in the amount of $113,459 are included in the Capital Outlay and Debt Service (CO & DS) 2010 funds budgeted for the project.  Funds for chiller preventive maintenance for ten years in the total amount of $23,262 will be included in future budget allocations of local millage funds.
