Accept and Contract with the IBM Corporation - Request for Proposal (RFP) 10089-DST, Performance Management Information System (Business Division)
EXECUTIVE SUMMARY
The district has been awarded a seven-year grant from the Bill & Melinda Gates Foundation to raise student achievement by supporting effective teaching. The goals of the Empowering Effective Teachers (EET) Project include significant changes in the areas of teacher recruitment and placement, mentoring, evaluation, staff development, and compensation. The Project will require substantial enhancements to our information systems capability, especially with regard to managing essential student achievement and teacher effectiveness information. This RFP sought proposals for the design and development of the district's performance scorecards and dashboards and the enterprise architecture to support these tools. Scorecards shall communicate progress on key metrics to parents and the community. Dashboards shall simplify access to performance data, enabling staff, teachers, principals, and district personnel to adjust instructional or management practices.  The new dashboards will eventually replace the Instructional Planning Tool, providing increased capacity to search for and analyze data.

FINANCIAL IMPACT (Budgeted:  Yes)
The estimated 18-month total cost of the project including development, design, and implementation services, is negotiated not to exceed cost of $3,599,720.  The vendor originally requested $4,953,290, a cost avoidance of $1,353,570.  Any additional or out of scope work may be performed at the request of the district and paid based on established hourly professional fees.  Funding for the project will come from the Empowering Effective Teachers Grant, Race to the Top, and the Teacher Incentive Fund.
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and the Procurement Officer, who function as a team. Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report. Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
