Approve Renewal Implementation Agreement with the Center for Advancement Via Individual Determination (AVID) Program and The School Board of Hillsborough County, Florida (Student Services and Federal Programs Division)
EXECUTIVE SUMMARY
On May 20, 2004, the School Board approved the initial agreement with Advancement Via Individual Determination (AVID) Center for Marshall and Tomlin Middle Schools and Plant City High School.  A renewal implementation agreement has been developed for the 2011/2012 school year to continue the program operation.  The implementation agreement outlines member roles, materials, training, and fees associated with the AVID Center.  

The AVID program supports students who potentially will be the first generation to attend college. A list of participating schools is included in the attached contract and a summary of the program is also attached. This AVID implementation agreement has been reviewed and approved by School Board Attorney, Tom Gonzalez.

STRATEGIC OBJECTIVES
• Increase promotion rates at all grade levels and the percentage of high school graduates • Demonstrate consistent and effective teaching methods • Motivate students to become responsible learners • Challenge and support all students with an appropriate curriculum
FINANCIAL IMPACT (Budgeted:  Yes)
The contract amount of $203,585 includes the annual membership fee of $136,510, and District Professional Service Fee of $12,600. The contract will be funded through the following sources: 5378-EXCELerator funds ($93,500); 2023-Smaller Learning Communities Grant ($14,960); 1993-Choice Grant ($22,440); 2002-Bridge Grant ($1,870); 1781-GEAR Up Grant ($3,740).  An additional $27,375 will be expended on AVID Weekly subscriptions, at $375 per site totaling $27,375; this will be funded proportionately from the same sources.  AVID English Language College Readiness (ELCR) will be implemented at Pierce and Shields Middle Schools.  Curriculum and training cost will be funded through Title 1 Part A funds ($27,100)
EVALUATION

The anticipated date of evaluation will be June 30, 2012.  The AVID Center will provide customized, comparative data reports as well as a full hierarchy of reports comparing overall state data to individualized site reports.
