Accept the Lowest and Best Proposal from Advanced Andean Solutions - Request for Proposal (RFP) #10155-DST, Geographic Information System Application Software (Business Division)
EXECUTIVE SUMMARY
The geographic information system (GIS) solution is a districtwide GIS-based application with a dynamic and easy to use interface for parents, district staff, and the public.  The goal is to offer timely, accurate, and easy-to-access geographic based data about schools, services, and programs through a web application.  The software includes four separate application modules:  School Locator and School Demographics Finder, Student Marketing, Bus Stop Locator, and Capacity Manager/Concurrency Tracking.  

On November 1, 2010, the Procurement Department, in conjunction with the Information Services Department, issued an RFP for geographic information system application software.  The district's online vendor registration system was used to notify proposers of this opportunity.  Seven firms responded and their proposals were evaluated by a committee of district personnel.  After presentations and questions, which narrowed the field, the committee recommended awarding to the top ranked firm, Advanced Andean Solutions.

The initial term of this contract will be for one year beginning June 15, 2011, with four one-year renewals.  The Superintendent is authorized to approve any extension agreements, per the terms of the specifications.

Funds for the five-year plan will be made available from the Information Technology Division ($90,370), the Facilities Division ($30,731), and the Choice/Magnet grant ($100,000).  Total expense is approximately $221,101 for this expense.
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and the Procurement Officer, who function as a team.  Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report.  Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
