Accept the Bids Submitted by Various Vendors - Invitation to Bid (ITB) #11060-DST Engine Rebuilds - Medium Duty Trucks and Buses (Business Division)
EXECUTIVE SUMMARY

Purchasing remanufactured engines over new ones has a price savings ranging between 30 and 50 percent, in addition to the environmental benefits.  Rebuilt engines have been dismantled, inspected, cleaned, and their parts are replaced or repaired to update them to Original Equipment Manufacturer (OEM) specifications/requirements.  Rebuilding an engine may demand intensive labor, but costs far less than purchasing new engines.  Rebuilt engines afford some environmental benefits, including utilization of seven percent less energy and significant reduction in solid waste generation. 

This bid was prepared at the request of the Transportation Department to establish fixed pricing to rebuild the engines of medium duty trucks and buses.  Awarded vendors have been certified by the manufacturer.  This recommendation has been reviewed by the General Manager of Transportation.  A more detailed review of the specifications can be obtained by contacting the Procurement Department.

The initial term of this contract shall be for a one-year period, beginning July 19, 2011, with four one-year renewals.  All prices offered are firm against any increase for at least one year from the effective date. This contract may be renewed by the Superintendent per the terms of the specifications.

Last year's expenditures were $267,689 for 2010/2011, and  $262,621 for 2009/2010.  These figures represent parts and machine work done in-house and do not reflect labor for outsourcing engine and head block repairs. 

EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team. Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report. Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
