SUBJECT / RECOMMENDATIONS
Accept the Piggyback of Bid #420-420-10-1, Educational/Institutional Furniture, Between the State of Florida Division of Management Services (DMS) and Various Vendors, for the Purchase of Student and Cafeteria Furniture (Business Division)
EXECUTIVE SUMMARY
The district has standardized the purchase of furniture from various vendors listed on the State of Florida DMS agreement.  Applicable Florida Department of Education (FLDOE) 6A1.012 and district policy allows purchases from contracts awarded by other government agencies, district school boards, Department of Management Services (DMS), etc., at or below specified prices.  The Superintendent is authorized to approve the renewal agreement for the terms of the specifications.

The Procurement Department continues to negotiate deeper discounts on large volume purchases.  Contrax Furnishings, LLC has reduced costs to Hillsborough County Public Schools by approaching their manufacturer for a three percent early payment discount.  School Specialty, Inc. has also negotiated an average of nine percent discount below standard state pricing, in addition to including installation at that price.

Funds will be made available from a combination of general, federal, capital outlay, and internal funds.  Last year's expenditures totaled $370,000.
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team.  Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report.   Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
