Approve Memorandum of Agreement with the Boys & Girls Clubs of Tampa Bay, Inc. (Student Services and Federal Programs Division)
EXECUTIVE SUMMARY
The Boys & Girls Club of Tampa Bay, Inc. and the School Board of Hillsborough County, Florida enter into this agreement as part of the 21st Century Learning Grant awarded by the Florida Department of Education to the Children's Board of Hillsborough County.   Services target 180 kindergarten through fifth grade students at the following elementary Title I public schools: Dunbar, Edison, Just, Lockhart, Potter, B.T. Washington, and West Tampa Elementary Schools.  This innovative partnership will provide academic and enrichment services to children through an out of school time program located at three Boys & Girls Club facilities, engage family members, and build sustainability in the community.  Effective dates are July 19, 2011 through June 30, 2012.

The total funding of $60,199.32 will be provided by the Boys & Girls Club of Tampa Bay, Inc. for salary and fringe benefits for the 10-month teacher assigned to the project.  This teacher will serve in the Division of Student Services and Federal Programs and be supervised by the administrator of Hillsborough Out of School Time (HOST).
EVALUATION
The Children's Board of Hillsborough County will guide the evaluation of this program by using data to constantly improve the program's daily activities,  program goals, and measures selected.  The Supervisor of HOST and Coordinator of School Social Work Services serve on a project steering committee with administrators from the Children's Board of Hillsborough County and Boys & Girls Club of Tampa Bay, Inc. for this purpose.  Program data will be collected weekly and monthly summaries will be completed.  All components of a formative and summative evaluation will be completed as to the requirements of the Florida Department of Education. The Children's Board utilizes an Empowerment Evaluation model that develops a work plan document that can be a guide for program evaluation, delivery, and improvement.
