Approve the Recommendation Regarding the Purchase of the USA Today Education Program from USA Today, a Division of Gannett Co., Inc. (Sole Source Provider) (Curriculum and Instruction Division)
EXECUTIVE SUMMARY
These items from USA Today are considered the sole-source items and are exempt from the bidding process per Florida Department of Education Rule #6A1.012 purchasing polices.

The USA Today Education program provides relevant and rigorous informational text with standards-based lessons and assessments which are used as the core instructional program for the twenty-seven high schools, four career centers, and all alternative education and Youth Services sites in the Intensive Reading III and IV classes. These classes are state-mandated, reading intervention courses for eleventh and twelfth grade students who have not passed FCAT and have not met their reading benchmark which is a graduation requirement in Florida.

The materials and licenses include the following: (1) 150 classroom copies of USA Today to all sites for 79 days, (2) 56 FCAT 2.0 aligned reading lessons correlated to the Common Core State Standards, (3) teacher licenses for online support providing 30 mini assessments, pacing guides, graphic organizers, and 60 additional informational articles with mini quizzes, (4) access to online teacher support site, (5) professional development in the instructional delivery of the USA Today Education program reading lessons, assessments, and use of online teacher resources.

STRATEGIC OBJECTIVES
• Increase promotion rates at all grade levels and the percentage of high school graduates
FINANCIAL IMPACT (Budgeted:  Yes)
Budgeted Comprehensive Reading Plan grant funds (Project 4526) are available in the amount of $120,000 for this project year and an additional $500,000 over the next five years.
