Accept the Piggyback of Request for Proposal (RFP) #2-973-561-K Information Technology Consulting Between Advanced Systems Design, Inc. and the State of Florida Through The Department of Management Services, Division of State Purchasing (Business Division)
EXECUTIVE SUMMARY
The purpose of this contact with Advanced Systems Design is to provide a Systems Software Programmer with the technical expertise to work with the Information Services staff on the continued development and enhancement of the Hillsborough Choice System.  On July 10, 2009, the State of Florida's Department of Management Services issued an RFP for the information technology consulting including staff augmentation.  The district may utilize staff augmentation services from awardees that possess the technical skills needed by the client organization on a contingent assignment basis.  The requirements for a staff augmentation purchase order include the requisite educational qualifications and experience of the individual.  An RFQ process is not required for staff augmentation procurement, as all contracted rates and qualified positions are be published on the contract resulting from the solicitation.

This agreement expires August 31, 2012, and upon mutual agreement, the district and the contractor may renew the contract, in whole or in part, for a period that may not exceed three years or the term of the contract, whichever period is longer.  Any renewal shall specify the renewal price, as set forth in the solicitation response.  The renewal must be in writing and signed by both parties, and is contingent upon satisfactory performance evaluations and subject to availability of funds.

The rate of $43.25 per hour has been determined for the required tasks.  Funds not to exceed $90,000 will be available in the Information and Technology budget.  
EVALUATION
The Information Services Department management and staff, in conjunction with the Student Planning and Placement Department, will monitor and evaluate the performance of Advanced Systems Design during weekly status meetings.
