| Approve the Recommendation Regarding the Purchase of Oral and Written Language Scales - Second Edition (OWLS-II) from Western Psychological Services (Sole-Source Provider) (Curriculum and Instruction Division) | |
| EXECUTIVE SUMMARY | |
| The OWLS-II material is considered sole-source and is exempt from the bidding process per Florida Department of Education (FLDOE) Rule 6A-1.012 purchasing policies as copyrighted materials.
OWLS-II is a research-based global language assessment utilized by speech-language pathologists in the identification and re-evaluation of students with language impairments, ages 3 through 21. With School Board approval, OWLS-II will replace the original OWLS and assure speech-language pathologists are utilizing current norm-referenced assessment instruments that produce valid testing outcomes for students. FLDOE Rule: 6A-6.030121 requires that "one or more standardized norm-referenced instruments designed to measure language skills" be used in the identification of students with language impairments. |
