Approve Agreement for Technical Services with the National Literacy Project (Curriculum and Instruction Division)
EXECUTIVE SUMMARY
Hillsborough County Public Schools has been selected to participate in Phase II of the Literacy Design Collaborative pilot project funded by the Bill and Melinda Gates Foundation. 

We request approval of the Agreement for Technical Services with the National Literacy Project.  The project supports the continued integration of higher order reading, thinking, speaking, and writing tasks into the sixth grade advanced reading curriculum, the seventh grade advanced language arts curriculum, and the ninth grade advanced reading curriculum.  The provider will support the project by providing eight days of training and classroom support in the sixth grade advanced reading at all middle schools; at the pilot project in seventh grade advanced language arts at Adams, Burns, Giunta, Liberty, Monroe, and Smith middle schools andOrange Grove Middle Magnet, Sligh Middle Magnet school; and the ninth grade advanced reading at three high schools to be determined. The goal is to scaffold students to greater success in their future advanced placement courses. 

The National Literacy Project will provide deliverables in support of our district's Phase II project to include the delivery of a writing training based on the Literacy Design Collaborative Task Template and rubrics December 14, 2011. Training of district and site administrators in the use of a customized monitoring tool correlated to the Empowering Effective Teachers Evaluation Rubric will be held in January, March and June 2012.

• Increase promotion rates at all grade levels and the percentage of high school graduates
FINANCIAL IMPACT (Budgeted:  Yes)
Funds are available in the amount of $24,000 in the Creating a Literacy Design Collaborative Project Phase II grant.
EVALUATION
An annual external evaluation funded by the Bill and Melinda Gates Foundation is performed by Research for Action Group. Evaluation reports are provided to the district.
