Approve Leases Between the School Board of Hillsborough County and 717 Parking Services for Temporary Parking for the Raymond O. Shelton School Administrative Center and Rampello Downtown Partnership School

EXECUTIVE SUMMARY

On May 6, 2008, the School Board of Hillsborough County entered into a Lease with the Tampa-Hillsborough County Expressway Authority for parking lots adjacent to the ROSSAC building and Rampello Downtown Partnership School.  These lots are referred to as "City Lots 1, 2 and 3".  The Expressway Authority gave notice to the School Board that it must temporarily suspend our use of the lots due to the widening and resurfacing of the Lee Roy Selmon Expressway.  This project will begin January, 2012 and continue through approximately June, 2013.

Facilities staff has secured temporary employee, staff and visitor parking spaces with 717 Parking at Kennedy and East Street (the "Merchants Lot"); Jefferson and Washington Streets (the "Rossano Lot") and at Jefferson and Whiting Streets (the "Crosstown Lot").

The Lease payment already paid by the School Board to the Expressway Authority will be reimbursed on a per space basis for the spaces that will not be used by the School Board and these funds will be applied to the lease payment for the temporary parking.  With the execution of the Leases, the School Board delegates authority to its Superintendent or designee to execute any renewal term(s) contained in the Leases.

STRATEGIC OBJECTIVES
• Demonstrate best financial practices • Demonstrate "best practices" in all aspects of safety including students, employees, visitors, facilities, transportation, and health
FINANCIAL IMPACT (Budgeted:  Yes)

The funds for the Lease between the School Board of Hillsborough County and 717 Parking Services for the temporary parking spaces for employee, staff and visitors for the ROSSAC building and Rampello Downtown Partnership School will be derived from General Operating Funds.  The monthly fee for the temporary parking spaces will be $4,300 and no additional costs are anticipated.  Costs will be offset by the reimbursed lease payment from the Crosstown Authority and is already included in the current budget.
