Approve the Fixed Price Subagreement between the School Board of Hillsborough County, FL and the University of South Florida (USF) for Support to the Evaluation Process of the Magnet Schools Assistance Program (Information and Technology Division)
EXECUTIVE SUMMARY
The major goal of the District's Magnet Schools Assistance Program (MSAP) is to correlate with the goals of the federal MSAP.  These goals are to decrease segregation and provide school choice, build capacity within proposed magnet programs and the District's magnet programs, and to increase academic achievement for all students.  The USF College of Education's David C. Anchin Center is being contracted by the district to provide research and data analysis services to support the District's completion of the annual evaluation.  The Anchin Center has provided these services for this grant since 2011.

The Scope of Work is shown in Attachment A to this document and includes receiving and downloading data via secured File Transfer Protocol, reviewing and preparing data, developing programming codes and multiple pathways for coding, verification of all data merges, and data subsets.  Timelines for this project are also reflected in Attachment A.  Deliverables and payments are shown in Attachment B.  All components of this data analysis will be conducted in full compliance with the Ethical Guidelines for Statistical Practice from the American Statistical Association and the standards established by the Joint Committee of Standards for Education Evaluation adopted by the American Evaluation Association.

Of the $3,931,468 awarded for this grant, a total of $35,000 has been allocated for these evaluation tasks.
EVALUATION
Quarterly Performance Reports and a Final Report will be submitted for final approval.
