Approve Amendment #1 of the Local Child Care Funds Contract # LCCF SR 01-12, with Hillsborough County School Readiness Coalition, Inc., dba the Early Learning Coalition of Hillsborough County (Student Services and Federal Programs Division)
EXECUTIVE SUMMARY
The Local Child Care Funds contract provides funding used as dollar-for-dollar match for the Child Care Executive Partnership Program (CCEPP).  These funds provide child care and early education services for children from income-eligible families.  The term of this contract is October 1, 2011, through September 30, 2012.  Amendment #1 provides a $327,000 increase to be used to provide child care for school age children, ages 5 through 12, and their eligible siblings effective March 1, 2012.  Due to the timing of the Early Learning Board meeting (March 12, 2012) and spring break for HCPS, the amendment was received in our office on March 19, 2012, which results in requesting Board approval after the fact.

FINANCIAL IMPACT (Budgeted:  Yes)
Amendment #1 provides an increase of $327,000 to the contract total of $1,929,339, making the amended total $2,256,339.  This increase plus the additional 100% CCEPP matching state funds, totaling $654,000, is used only for direct services to children.  These funds will provide care for approximately 327 additional children through September 30, 2012, at an average rate of $2,000 per child March through September (six months).
EVALUATION
Each year the financial statements are audited by Hillsborough County School Readiness Coalition as prescribed by law.  This funding for Early Learning Coalition of Hillsborough County is provided by the Children’s Board of Hillsborough County.  The School Readiness Program uses these funds to purchase child care in Hillsborough County.  There is no district-generated revenue used for this purchase.
