Approve Grant Application to the Florida Department of Education for Federal Carl D. Perkins Career and Technical Education Postsecondary Funds and, if Approved, Accept Funds, 2012/2013 (Curriculum and Instruction Division)
EXECUTIVE SUMMARY
The Carl D. Perkins Career and Technical Education Act of 2006 (Perkins IV) funds an entitlement grant program to support the ability of states to provide public career and technical education (CTE) programs.  Section 132 of the Act provides funds for public postsecondary institutions.  Funds flow from the federal government to the states and are allocated to local education agencies based on an approved formula, which includes the number of economically disadvantaged adults served in postsecondary CTE programs.  An annual application is required to obtain the allocated grant funds. 

Hillsborough County Public Schools uses postsecondary Perkins funds to provide equipment, student support personnel, professional development stipends, printing, adult student bus passes, tuition, supplies, and textbooks.  These expenditures support achievement of the Perkins required performance measures: technical skill attainment; industry-recognized credential completion; postsecondary education retention or transfer; military service, apprenticeship, or high-wage job placement; and participation and completion of programs leading to nontraditional (gender) occupations.

If approved, Federal Carl D. Perkins Career and Technical Education Postsecondary grant funds of $591,320 will be included in the divisional special revenue/federal budget.  Administrative costs are included in the grant budget.
EVALUATION
Evaluations are performed for grants as required by the funding authority.  Perkins performance measures are negotiated between the state and federal departments of education to reflect continuous improvement.  An evaluation report is provided to recipients annually for review.  Improvement plans for any deficient performances are included in the grant application for the following year.
