Approve Lease Between the School Board of Hillsborough County and The Park at Bay Plaza Investors, LLC for Office Space to Serve Early Childhood School Readiness Program

EXECUTIVE SUMMARY

The Early Childhood School Readiness Program has been located at The Park at Bay Plaza I since July 2000 and the Lease will expire on June 30, 2012.  During this time, four amendments were approved by the School Board.  The Park at Bay Plaza Investors, LLC, as a new landlord, is requiring a new lease to meet the requirements of their investors.

The Early Childhood office Located at 9325 Bay Plaza Boulevard, Suite 210, Tampa, Florida is approximately 5,277 square feet (Exhibit "A").  The new Lease will be for 60 months beginning July 1, 2012 and ending June 30, 2017.  The base rent for the first year will be reduced from $16.50 per square foot to $15.50 ending at $17.00 per square in the fifth year.  Landlord will furnish utilities, including electrical, heating and air conditioning to both the Common Areas and the Lease Premises during normal business days; clean the premises; and display proper location signage.  Maintenance issues, as specified in Exhibit "B", will be completed by Landlord upon execution of the Lease to the satisfaction of the School Board and the School Board will be responsible for additional improvements as specified in Exhibit "C".

Early Childhood School Readiness is part of the state/federal funding which originates with the Florida Office of Early Learning.  The funds for this service flow through Hillsborough County School Readiness Coalition and are annually approved through Legislation.  An early termination provision has been included on "Attachment #1, Special Lease Provisions", paragraph 3 to address the special funding for the Early Childhood program.  The Lease between the School Board and Bay Plaza Investors, LLC has been reviewed and modified by the School Board Real Estate Attorney.

Contracts for the School Readiness and Voluntary Prekindergarten Programs permit the use of federal/state funds to lease facilities for program operation.  These funds will be used for payment of rental fees as stated above.  There is no district revenue used for this Lease.
