Approve Guidelines for School Improvement 2012/2013 (School Improvement and Accountability)
EXECUTIVE SUMMARY
We request approval of the attached 2012/2013 Guidelines for School Improvement document which has been updated and approved by the Central Facilitating Team, the Office of School Improvement and Accountability, Title I, and other appropriate district staff.  Florida statutes require the school board to annually review its accountability procedures. The purpose of the Guidelines for School Improvement is to establish procedures for the school improvement process as it relates to Florida Statutes along with district best practices.  The Guidelines for School Improvement serves as the bylaws for School Advisory Councils (SAC) across the district. The majority of the modifications made to the 2012/2013 edition clarify the school improvement process where further explanation was needed by district and school-based personnel.  

While previous years’ editions delineate voting best practices, the 2012/2013 edition outlines minimum requirements when conducting a vote for School Improvement Plan approval, SAC elections, Florida Recognition Funds approval, and waiver approval.  Due to the large increase in nonstandard waivers in the past few years, new standardized waivers in the areas of early release, teacher planning time, and posting grades on-line have been added to the 2012/2013 edition.  [Includes Attachments:  Attachment A-2012/2013 Highlights of Additions and Changes;    Attachment B-2012/2013 Guidelines for School Improvement]

EVALUATION
Review of the guidelines is an ongoing process through the Office of School Improvement, Title I, Curriculum and Instruction, principals, School Advisory Councils and member groups represented on the Central Facilitating Team.
