Approve the Agreement for Technical Services with Horizon Software International  (Student Services and Federal Programs Division)
EXECUTIVE SUMMARY
Student Nutrition Services (SNS) is nearing the completion of a migration process that moved Horizon Software International (Horizon) products, VBOSS and Fastlane, to a new version called OneSource.  This version integrates all back-of-the-house functions (i.e. production, ordering, and inventory) and front-of-the-house functions (i.e. point of service and diet prescription alerts) for managing the program.

SNS district staff assumed full responsibility of migration oversight, including support, troubleshooting, and resolution of problems. Over the course of the 2011/2012 school year, the system logged over 37 million financial records (i.e. sales, deposits, refunds) and over 121 million financial transactions (i.e. items sold, account adjustments, account transfers).  To help the SNS staff with the analysis of this large volume of transactions and the resolution of problems in a very complex new system, a Horizon support analyst was contracted to provide on-site technical assistance.

To date, the analyst has helped identify software "bugs" and resolved concerns with the new system, many of which have been present since the beginning of the 2011/2012 school year.  The analyst also trained SNS staff to handle a variety of OneSource issues more efficiently.

SNS is requesting continued on-site technical assistance because of mandatory United States Department of Agriculture (USDA) changes, which will require student meals to be counted and reconciled, beginning in the 2012/2013 school year.  The analyst will ensure current menu items and meal patterns are constructed correctly in OneSource so that all audit requirements are met. The technician will also be part of the training and support of school staff during start-up.
