SUBJECT / RECOMMENDATIONS
Approve All Title I Projects and Funds, Based on Final Approval from the State, for the 2012/2013 School Year (Student Services and Federal Programs Division)
EXECUTIVE SUMMARY
Title I funds will provide resources to support educational programs for approximately 90,000 children in 147 Title I public schools, 13 institutions for delinquent children, 10 institutions for neglected children, 8 institutions for at-risk youth, 38 non-public institutions, 9 eligible migrant high schools, 8 eligible migrant middle schools, and 22 eligible migrant elementary schools.  The district has received only preliminary allocations for each Title I Project.  The preliminary allocations, which may include any allowable roll forward amounts are as follows:

  • Title I Basic:  $64,500,000 (Including Roll Forward Funds)
  • Title I Neglected & Delinquent Funds:  $957,823
  • Title I Migrant:  $2,833,018
  • Title I Migrant PASS:  $280,000

Important note:  For the 2012/2013 school year, all federal grant budgets must sequester 7 percent of allocated funds due to an agreement that was reached during the federal debt ceiling debate that occurred in the summer of 2011.  These funds may be released back to districts if Congress acts to reverse sequestration prior to January 1, 2013.  The sequestered funds are embedded in the allocations above.  When including the sequestered funds, Hillsborough County received a 13% reduction in Title I basic funds for 2012/2013.

FINANCIAL IMPACT (Budgeted:  Yes)
This item is included in the district's Special Revenue/Federal Programs Budget.  This project will provide the district approximately $68,570,841 in federal funds under Title I.
EVALUATION
By November 1, 2013, a comprehensive evaluation of the 2012/2013 Title I Project will be completed.  Separate evaluations will be completed for the district’s migrant, neglected and delinquent, and private school programs.  The evaluations will determine the impact that Title I funds had in increasing student achievement at eligible schools.  Data to be analyzed will include Kindergarten Readiness, school grades, state assessments, graduation rate, School Climate and Perception Survey results, which will include parent and community involvement data, professional development, and Supplemental Educational Services.  The information will be used to better prioritize and direct federal dollars toward programs and initiatives that are closing current achievement gaps.
