Approve Tentative District Five-Year Work Plan | |
EXECUTIVE SUMMARY | |
Florida Statute requires each school district to develop and approve a district five-year capital outlay work plan. The plan must be submitted to the Department of Education prior to October 1st of each year. The plan must include a schedule of all major repairs, renovations and new construction projects planned and include information about class size and the use of portable classrooms in the school district. The capital outlay revenues of the district must also be projected. The Capital Outlay Full Time Equivalent (COFTE) projections are provided by the Department of Education based upon cohort projections from the annual live birth rates within the school district. Since last year, the projections also reflect the changes in State policies with respect to growth in charter and virtual schools, mandatory virtual classes and an expanded McKay scholarship program. As required by our interlocal agreements with the local governments, after the tentative work plan is approved by the Board, the work plan is reviewed and discussed with other public agencies, including Hillsborough County, the Planning Commission and the cities of Tampa, Plant City and Temple Terrace. These reviewing entities have 45 days to provide comments to the District. As appropriate, these recommendations are included in a revised plan that will come to the Board for final approval at the September 11, 2012, Board meeting and will be transmitted to the Department of Education for review. The plan can be changed by Board action at a noticed meeting at which the public has an opportunity to comment. |

The Plan identifies $96,674,299 in funded maintenance and major repair projects. An additional $48,964,210 in new construction projects is identified, of which $30,964,210 will be used toward funding a middle school to be constructed beyond the current plan time-horizon and $18,000,000 for an elementary school in the south county area scheduled to open in 2016-17. Sufficient revenue is projected to be available for listed projects. Renovation and remodeling projects totaling $172,319,810 are unfunded. |
