Accept the Highest Ranked Proposals Submitted by Various Vendors - Request for Proposal (RFP) #12087-MST In-County Bus Service (Business Division)

EXECUTIVE SUMMARY

This RFP will complement the charter bus RFP by providing the district with affordable transportation alternatives for extracurricular travel within Hillsborough and its adjacent counties.  In an effort to streamline and simplify the process, as well as provide for cost savings, each vendor has agreed to a fixed-pricing structure.

Five firms responded and a committee of district personnel evaluated their proposals.  Four proposals moved forward through the evaluation process.  The committee recommended utilizing all four companies to ensure better coverage, response time, and vehicle availability.

The initial term of this contract shall be for a three-year period beginning September 12, 2012, and ending June 30, 2015, with two one-year renewals, which will coincide with the charter bus RFP. All prices offered are firm against any increase for at least one year from the effective date. This contract may be renewed by the Superintendent, per the terms of the specifications.

Bus service for extracurricular activities is funded from each school's internal accounts.
EVALUATION

Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team.  Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report.  Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
