Approve Contract Amendment with IBM Corporation for an Increase in Scope and Extension of the Estimated End Date to Accommodate New Dates for the Pilot and Districtwide Roll Out - Performance Management Information System (Curriculum and Instruction Division)
EXECUTIVE SUMMARY
The district awarded a contract for $3,599,720, to the IBM Corporation on March 15, 2011, to design, develop, and implement a Performance Management Information System.  The major focus of this work has been on performance dashboards for teachers and principals and performance scorecards for schools, district offices, and the public.  Based primarily on input from our teacher and principal focus groups, we extended our original design of student performance data to include interim assessments from our grade book system.  

The intent is for teachers to have a place to enter the scores from their classroom assessments for progress monitoring at the classroom and school level.  Also, it was determined that originally planned dates for the teacher/principal dashboard pilot (spring 2012) and districtwide go-live (fall 2012) coincided and conflicted with other district priorities.  This contract amendment for approximately $489,000 will accommodate the increase in scope for teacher and principal dashboards and move the pilot and districtwide rollout to October 2012, and January 2013, respectively.

Although this change increases the cost of the system by approximately 13 percent, the adjustment in scope and functionality is critical to meeting the expectations of teachers and principals.  The timeline change will fit better with competing district priorities.  The cost of $489,000 is available through Supplemental Academic Instruction (SAI) funds.
EVALUATION
Contract administration and evaluation is performed by the Project Management team and the Procurement Officer.
