Approve the Bay Area Schools Purchasing Consortium Interlocal Agreement (Business Division)
EXECUTIVE SUMMARY
Florida Statute Section 1001.42, which sets out the general powers and duties of school boards, was amended by subsection 25 that states, “Each district school board shall enter into an interlocal agreement as provided in s.163.01 for the purpose of establishing the School District Consortium and maximizing the purchasing power for goods and services.  A consortium may be statewide or regional, as appropriate to achieve the lowest cost.  This subsection does not prohibit a district school board from utilizing a state contract.”

The Bay Area Schools Purchasing Consortium (BASPC) Interlocal Agreement is in compliance with 1001.42(25) and 163.01, Florida Statutes (F.S.), and has been reviewed by our school board attorney. There are no fees assessed to members or vendors. Other state and national consortiums charge a percentage to vendors and, therefore, affect savings to members.

The BASPC was established in 1989, by a handful of mid-Florida school districts as a cooperative purchasing organization.  Over the years, the BASPC has acted as a forum for discussions regarding changes in laws, purchasing best practices, and issues unique to Florida school districts. Members developed professional relationships that established trust and respect.  The consortium will include Brevard, Charlotte, Hernando, Hillsborough, Lake, Lee, Manatee, Marion, Osceola, Pasco, Pinellas, Polk, Sarasota, and Seminole Counties.
