Florida Statute requires each school district to develop and approve a district five-year capital outlay work plan.  The plan must be submitted to the Department of Education prior to October 1st of each year.  The plan must include a schedule of all major repairs, renovations and new construction projects planned and include information about class size and the use of portable classrooms in the school district.  The capital outlay revenue of the district must also be projected.  The Capital Outlay Full Time Equivalent (COFTE) enrollment projections are provided to the District from the Florida Department of Education and are based upon cohort projections from the annual live birth rates within the school district and reflect State policies with respect to growth in charter and virtual schools, mandatory virtual classes and an expanded McKay scholarship program.

As required by our interlocal agreements for School Facilities Planning, Siting and Concurrency, the tentative work plan was provided to Hillsborough County, the Planning Commission and the Cities of Tampa, Plant City and Temple Terrace for their review and comment.  In addition, the plan will be presented to the Planning Commission on September 10, 2012.  Comments received from the reviewing agencies have been attached and are found following the plan document (pages 33-48).  The attached work plan is presented in the Department of Education format and has been updated to reflect the most current information available.  All projects that appeared in the tentative plan approved on July 17, 2012 are included in this final plan.
