Approve the District/State-Approved Supplemental Educational Services (SES) Provider Contracts for the 2012/2013 School Year (Student Services and Federal Programs Division)
EXECUTIVE SUMMARY
Florida was approved for a one-year waiver to suspend many federal requirements of the No Child Left Behind Act.  During the 2012 legislative session, however, the Florida legislature mandated the continued implementation of SES via state statute. The mandate was written into state law via House Bill 7127, which requires districts to set-aside 15 percent of their Title I Part A funding allocated to Title I schools.  The set-aside funds will be used to reimburse providers for tutorial services rendered to eligible Title I students.  State-approved providers, referred to as SES Providers, are approved by the state via a Request for Application (RFA) process.  Following state approval, SES Providers must contract with each school district in which they intend on providing tutorial services.  The district contract, developed with significant stakeholder input, aligns with Florida House Bill No. 7127, Chapter 2012-194, to include all components of the 2012 Florida Statute, 1008.331 F.S. and Florida Rule 6A-1.0391.

FINANCIAL IMPACT (Budgeted:  Yes)
The total potential impact to the Title I Part A SES set-aside funds is $4,706,555.

The total potential impact administratively to the Title I, Part A General Fund is estimated to be $400,000.  (Costs include program staff and support staff, and miscellaneous materials and supplies).

EVALUATION
Per Florida Statute 1008.331 and Florida Rule 6A-1.0391, it is the responsibility of the Florida Department of Education (FLDOE) to evaluate state approved providers.  The FLDOE will be calculating state service designations to providers for the 2012/2013 school year.  The formula used to determine the state service designation includes goal achievement results, stakeholder survey feedback, and program completion data.
