Accept the Highest Ranking Proposal from First Florida Insurance Brokers - Request for Proposal (RFP) #12104-MST Property Insurance Broker (Business Division)
EXECUTIVE SUMMARY
The purpose of this RFP is to seek qualified property insurance brokerage firms for the marketing and placement of property insurance for all perils including wind and flood coverage and additional products that may be requested.

Six vendors responded and their proposals were evaluated by a committee of district personnel. Two firms were selected for presentations and the committee recommended awarding to the highest ranked firm, First Florida Insurance Brokers. First Florida was the incumbent provider and held their commission fees to $200,000 annually for the last five years. The new agreement will hold their total compensation to $230,000 for the first year with an escalation not to exceed 5 percent per year thereafter. The new agreement also provides additional services not required in past years including risk management services, safety program development, and assistance to district partners in meeting the need for required insurance.

The initial term of this contract is for three years, with two one-year renewals. The Superintendent is authorized to approve any extension agreements, per the terms of the specifications.

FINANCIAL IMPACT (Budgeted:  Yes)
The annual fee is the lesser of $230,000 or 6 percent of annual premiums, with an escalation of 5 percent per year.  Awarded vendor’s commissions come directly from insurance providers with all commission amounts in excess of 6 percent returned to the district in the form of premium credits.
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team.  Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report.  Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
