Approve the Subagreement (#1777-1092-00-A) Between the University of South Florida (USF) and Hillsborough County Public Schools (HCPS) for Services Associated with HCPS Role in USF’s Grant Entitled, Tampa Bay Robert Noyce Master Teacher Fellows (MTF) (Curriculum and Instruction Division)
EXECUTIVE SUMMARY
The National Science Foundation awarded $1,210,115 to the University of South Florida (USF) to support the project entitled Tampa Bay Robert Noyce Master Teacher Fellows Program, which provides professional development and salary supplements for exemplary mathematics and science teachers to become Master Teacher Fellows.  Of that amount, $4,830 is dedicated to project services rendered by a Professional Development HCPS Supervisor. 

The objectives of the USF Robert Noyce MTF Program are to:

  • Recruit and select 20 content knowledgeable mathematics and science teachers who will participate in a program for developing MTFs
  • Prepare MTFs to assume leadership roles within their schools and the school district so they can mentor and support other inservice teachers
  • Prepare to assume leadership roles as part of the USF teacher education program so they can support pre-service service teacher education by serving as mentors, supervising teachers, and co-instructors. Participation in the MTF program will assist the district with attracting, training, and retaining mathematics and science teachers which persistently remain critical shortage areas.

MTFs selected to participate in this program will have a Master’s Degree in Education or STEM-related fields, will have demonstrated subject matter knowledge, and will have a record of effective teaching as defined through HCPS Empowering Effective Teachers initiative.

We request that approval of this document be retroactive to August 1, 2012.  The delay in submission of this document to the School Board for approval is attributed to the extended time required for the development of the scope of work and budget needed to execute the agreement between USF and HCPS. The grant award allowed for more district in-kind involvement, which required additional time for planning.  During this time, participation as a mandatory partner has continued.

Funding for this project is provided by the National Science Foundation.  USF is the grant’s fiscal agent and project funds reside at USF.  HCPS will invoice USF as outlined in the subagreement.
EVALUATION
Under the terms of the grant, USF is responsible for project evaluation.
