Approve the Recommendation Regarding the Purchase of “Plugged-in To Reading Fiction and Non-Fiction” Materials from Triumph Learning, LLC (Sole Source Provider)  (Curriculum and Instruction Division)
EXECUTIVE SUMMARY
“Plugged-in To Reading Fiction and Non-Fiction” is the core material used in the Intensive-Developmental Reading 2 course for our 7th grade students who are mandated to take reading due to their Level 2 score on their FCAT Reading test in the 2010/2011 school year.  The program is aligned to Common Core State Standards and Florida’s English Language Arts Next Generation Sunshine State Standards and correlated to the tested FCAT 2.0 benchmarks. The materials include the following:  (1) shared, guided, and independent reading materials that address the fluency, vocabulary, and comprehension instructional intervention needs of Level 2, nonproficient readers; (2) teacher guides and resource binders for support in providing instructional support, assessments, graphic organizers, and additional information text passages; (3) access to on-line teacher support site; and (4) professional development in the delivery of the shared, guided, independent classroom instruction.

Triumph Learning provides the “Plugged-in To Reading Fiction and Non-Fiction” materials and holds the copyright, therefore, is exempt from the solicitation process per Florida Department of Education rule 6A-1.012.

• Increase promotion rates at all grade levels and the percentage of high school graduates
FINANCIAL IMPACT (Budgeted:  Yes)
Budgeted Comprehensive Reading Plan Grant funds, Project 4528, are available in the amount of $150,000 for this project year and an additional $200,000 over the next five years.
EVALUATION
Review of FCAT 2.0 student achievement data for Intensive-Developmental Reading 2 students.
