Approve the Piggyback of Bid #08/09-3:  Various Equipment and Amenities for Parks and Playgrounds Between Bliss Products and Services, Inc. and Clay County for the Purchase and Installation of Sunshades

To provide additional options and competition in sunshade purchases, staff proposes to piggyback Clay County bid #08/09-3 with Bliss Products & Services, Inc. for the purchase of sunshades through expiration of the agreement (as renewed) on January 3, 2013. 

Florida Department of Education (FLDOE) rule 6A-1.012 allows purchases from contracts awarded by other government agencies, district school boards, Department of Management Services (DMS), etc., at or below specified prices. The Board has previously approved piggybacking bids with two other shade providers. Approval of a third provider will provide additional sunshade options for schools.

The Clay County bid pricing (attached) includes a 5% discount off list prices for sunshades. Bliss Products has provided favorable pricing for several shade installations.

Bliss Products' agreement with Clay County includes an option for an additional one-year renewal. The Superintendent is authorized to approve extensions of the District's use of the agreement through the term of any renewals executed by Clay County.

Expenditures for sunshade purchases were $293,220 for FY 2011 - 2012. Sunshades are typically funded by a combination of donated, school and District matching funds.
