Approve Memorandum of Agreement with the University of South Florida College of Education Partnership Resource Teachers (PRTs) (Student Services and Federal Programs Division)
EXECUTIVE SUMMARY
University of South Florida College of Education (USF) students in Early Childhood and Elementary Education will be interviewed by a panel comprised of USF staff, district staff, and principals to be placed as interns at Title I Schools.  The interns will focus on actualizing the goals and themes that drive the USF Early Childhood Education teacher preparation program and support for elementary student learning.  The program will be in effect for 30 months beginning January 2013, and ending June 30, 2015. 

Four Partnership Resource Teachers (PRTs), hired by Hillsborough County Public Schools (HCPS), will serve as university pre-intern and final internship supervisors, teach courses in the Elementary Education Program, act as liaisons between HCPS and the Department of Childhood Education and Literacy Studies (CELS), and assist partnership faculty with research of mutual interest to CELS and HCPS.  The PRTs will be shared by Mort, MOSI, Pizzo, Shaw, USF Patel, and Witter Elementary Schools. Pam Wilkins, Principal at Pizzo Elementary, will supervise the teachers along with a staff member from USF.  

The preliminary results of our teachers-in-residence program for elementary teachers have shown promising results with both teacher retention and student academic progress.

USF will pay Hillsborough County Public Schools (HCPS) $115,000 during each academic year to partially support the salaries of the four PRTs.  This money will be paid to HCPS in two installments when invoiced by HCPS in December and June.  Through the use of Title I funds, HCPS will provide support during each academic year for the salary of these four PRTs. 
EVALUATION
The teachers will be interviewed by a panel consisting of staff from both USF and HCPS.  The students chosen will be placed in a Title I school for 2 1/2 years to work with their assigned teacher.  The retention of teachers and the academic results of each school involved will be reviewed annually.
