Approve the Agreement for Technical Services with Dr. Mariann Schmudde for the External Evaluation of the Grant Funded Project, Transition to Teaching (TTT) Program, Paraprofessional Accelerated Teaching Highway (PATH) (Information and Technology Division)
EXECUTIVE SUMMARY
The Paraprofessional Accelerated Teaching Highway (PATH) program is designed to provide high-quality comprehensive support to paraprofessionals pursuing full teacher certification.  The program provides an opportunity for paraprofessionals to earn a Bachelor’s degree in K-12 Exceptional Student Education with English for Speakers of Other Languages (ESOL) and Reading Endorsements.  A separate 650-hour practicum, devoted solely to mathematics/science education is offered to promote further education in these fields.  

This grant specifies that an external evaluation of the program’s success will be conducted annually.  To fulfill this requirement, the provider will review and adjust the existing evaluation plan, checklists and instruments.  She will collect qualitative data as needed.  Achievement data of participating teachers’ students and other data will be analyzed.  Periodic reports to the program manager and staff will be provided for continuous quality enhancement.  The provider will prepare and provide all reports required by the funding agency.  

Dr. Mariann Schmudde has been asked to conduct this evaluation.  Dr. Schmudde has worked extensively with the district on program evaluations including the Teacher Incentive Fund (TIF), Performance Outcomes with Effective Rewards II (POWER II) Program, and another TTT program, Science and Mathematics Accelerated Readiness Teaching (SMART).  Dr. Schmudde has a Ph.D. and a Masters in Curriculum and Instruction and is an instructor at Stetson University’s Exceptional Leadership Program.

Of the $328,660 awarded for this program $25,000 has been specifically allocated for this external evaluation.
EVALUATION
All reports required by the funding agency will be submitted to the project manager and the staff of the Department of Assessment and Accountability.  A final report will be submitted prior to final payment.
