Approve Payment to the University of South Florida (USF) for Services Associated with their Partnership with Hillsborough County Public Schools (HCPS) Federal Teacher Incentive Fund (TIF) Grant, PR/Award #S374A100017-10A (Human Resources Division)
EXECUTIVE SUMMARY
The U.S. Department of Education (USDOE) awarded $9,896,710 to HCPS to implement the five-year TIF grant, Performance Outcomes With Effective Rewards II (POWER II), which provides differentiated compensation for teachers and administrators at high poverty schools. The awarded amount for year three of the five-year project is $2,447,051. Of this total amount, $76,171 is for project services rendered by the University of South Florida (USF). Through the Tampa Bay Educational Partnership, a formal partnership between the district and the university, faculty and staff are providing expert leadership training to assist school administrators in developing the specialized skills necessary to become effective leaders at high needs, high poverty schools. A description of the leadership training is found in "Attachment A - Scope of Work," of the attached subagreement.

Funding for this project is provided by the USDOE. HCPS is the grant's fiscal agent and project funds reside with the district.
EVALUATION
Under the terms of the grant, an external evaluator contracted by HCPS will evaluate the project, providing annual reports to HCPS and the USDOE. Copies of the annual report and the final evaluation report will be provided to HCPS Office of Assessment and Accountability. The anticipated date for the annual report for year three is December 31, 2013.
