Approve Renewal Cooperative Agreement for Early Childhood Developmental Care and Family Literacy and Workforce Development at the KimminsTerrier Foundation, January 21, 2013 – June 30, 2014 (Adult Education)
EXECUTIVE SUMMARY
We request approval of the Renewal Cooperative Agreement for the continuation of educational services by the Department of Adult Education to families enrolled at the Kimmins Terrier Foundation.  Selection of this off-campus site is based on the needs of the community and provides for the ability of a daytime program and convenient location.  The cooperative agreement stipulates that the Department of Adult Education will offer a Family Literacy Program that provides a five-prong integrated approach to address workforce and literacy needs of parents and children.  This program offers a full range of education services, parenting skills, prevocational training, parent involvement activities, and workforce readiness skills.  In exchange for the use of classroom space at Kimmins Terrier Foundation the district agrees to pay 50% of the monthly utilities at the facility, approximately $2,000 per month.

Classes generate Workforce Education Fund revenues and the projected cost of $2,000 per month for utilities is included in the divisional general operating budget.
EVALUATION
Program effectiveness will be evaluated by reviewing student learning completion points (LCP’s) for Adult Basic Education (ABE)/General Equivalency Diploma (GED), English Speakers of Other Languages (ESOL), and child contact hours for the Family Literacy program.
