Approve the Agreement for Technical Services with National SAM Innovation Project (NSIP) (Division of Administration) | |
EXECUTIVE SUMMARY | |
The national School Administration Manager (SAM) Project, funded by Wallace, helps give principals the time and skills to focus on instruction by helping them delegate time-consuming activities involved with being a building manager to other staff members. This contract is for professional technical services and is exempt from the bid process.
The SAM Project is currently being developed and implemented by educators in nine Wallace partner states, including California, Delaware, Georgia, Illinois, Iowa, Kentucky, Missouri, New York and Texas. The project brings together efficient and cost-effective tools, training, and strategies to help principals focus more time on instructional leadership. The project’s goal is to direct a greater percentage of the principal’s time to teaching practice, student learning, school improvement, and school culture. Principals who have been involved in the SAM Project have demonstrated consistent growth in student achievement in their schools. The district plans to implement SAM with 30 principals in 30 schools as part of a phase-in model, as we train all principals over the next 3 years. This is the second group of thirty schools to be trained. The first group began their training this past summer and is now in full implementation mode. To sustain the project over time, the training and support will become part of our Principal Induction Program. The district also will take over the training and coaching so that future expenses will be only to maintain the time track software. |

EVALUATION | |
In order to evaluate the impact of the SAM Project, the district will track principal time spent on instructional leadership activities in their schools compared with teacher performance data and student achievement data. This data will be tracked over time. | |
