Approve the Agreement for Technical Services with Cross and Joftus (Division of Administration)
EXECUTIVE SUMMARY
In an effort to get the very best leaders into Hillsborough County Public Schools Principal Pipeline, the district worked last school year with Cross and Joftus to develop a competency model in order to accurately assess candidates on the eight high-leverage, school-leader selection competencies.  In order to complete all phases of our competency model, the district would like to spend one more school year working with Cross and Joftus to refine the school leader standards and competencies; finalize selection system rubrics for Florida Leadership Academy (FLA) and Preparing New Principals (PNP), as well as selection activities and scoring procedures; finalize hiring practices for assistant principal and principal positions; finalize the vacancy model and the leader tracking system so that the district has the necessary data about each candidate during hiring. After this school year, all systems will be complete, and the district will have practiced utilizing all tools.

Funding for this project will come from our Wallace Grant. The cost is $369,050.
EVALUATION
The outcomes of the district work with Cross and Joftus will be measured by the quality of candidates selected to enter the administrative pool and the Preparing New Principal program based on feedback from interview teams and assistant principal and principal evaluations. Once candidates have been selected to assistant principal and principal positions and have been in the role for one school year, feedback will be provided by applicants as to rigor and transparency of selection process, as well as quality of feedback received by those not selected.
