Approve the Agreement for Technical Services with Dr. Mariann Schmudde for the External Evaluation of the Teacher Incentive Fund (TIF) Program Performance Outcomes with Effective Rewards II (POWER II) Project (Information and Technology Division)
EXECUTIVE SUMMARY
Highly effective teachers and administrators can earn a bonus of up to 5% of a beginning teacher’s salary through the Performance Outcomes with Effective Rewards II (POWER II) program.  This bonus is in addition to bonuses from other programs for which they may qualify which are funded by the Florida Department of Education and the Hillsborough County Public Schools.  Through this program, teachers and administrators can participate in prescriptive staff development that is directly linked to individual evaluation results.  POWER II includes enhanced recruitment and retention incentives and a multi-audience communication plan.  Year 3 implementation will continue the project’s field-testing of new evaluation instruments, continue to define the effectiveness calculation score for each level and design, and design and implement value-added measures.  The Hillsborough Classroom Teachers Association (HCTA) continues to be involved in the development of the project and supports its continuous implementation.  HCTA also functions as a state and national leader in discussions concerning performance-based compensation systems.

A component of the project is a required external evaluation.  Dr. Mariann Schmudde was the provider for previous year’s evaluation.  For the purposes of continuity and familiarity, Dr. Schmudde has been asked to conduct this year’s external evaluation as well.

Dr. Schmudde has a Ph.D. and Masters in Curriculum and Instruction and a Bachelor’s Degree in Elementary Education and is an instructor at Stetson University in the Exceptional Leadership Program.

Of the $3,818,170 awarded for this year’s POWER II project, $35,000 has been allocated for this external evaluation.
EVALUATION
Results of the year’s evaluation will be disseminated to program personnel and the Department of Assessment and Accountability.
