Approve the Agreement for Technical Services with Dr. Mariann Schmudde for the Teacher Incentive Fund Program Performance Outcomes With Effective Rewards III (POWER III) (Information and Technology Division)
EXECUTIVE SUMMARY
The Power III Program is similar in many aspects to the Power II Program in that highly-effective teachers and administrators can earn a bonus through the Performance Outcomes with Effective Rewards III Program.  Through this program, teachers and administrators can participate in prescriptive staff development that is directly linked to individual evaluation results.  However, the Power III Program involves a different set of schools than the Power II Program and involves transitioning the program to the next level of implementation.   The Hillsborough Classroom Teachers Association (HCTA) is involved in the development of this project and supports its implementation. HCTA continues to function as a state and a national leader in discussions concerning performance-based compensation systems.

 An external evaluator is a component of the program.  Dr. Mariann Schmudde has been the provider for the Power II evaluation and, for the purpose of continuity and familiarity, has been asked to perform the evaluation of the Power III Program as well.  Dr. Schmudde will conduct qualitative and/or quantitative data collection and analysis to fulfill the grant requirements.  She will report on project benchmarks.  All data will be reviewed regarding project progress and formative updates will be provided to personnel at the Power III Task Force.

Dr. Schmudde has a Ph.D. and Masters in Curriculum and Instruction and a Bachelor’s Degree in Elementary Education and is an instructor at Stetson University in the Exceptional Leadership Program.

Of the $16,799,498 awarded for this year’s POWER III project $20,000 has been allocated for this external evaluation.
EVALUATION
Results of the year’s evaluation will be disseminated to program personnel and the Department of Assessment and Accountability.
