Accept the Highest Ranking Proposal from Karin D. Powell, LLC - Request for Proposal (RFP) #12162-DST, Web Application Developer (Business Division)
EXECUTIVE SUMMARY
On December 11, 2012, the Procurement Department, in conjunction with the Web Communications Department, issued an RFP for qualified firms to provide web application development services.  The purpose of this RFP is to seek qualified firms to provide consulting services, maintenance, and support of current and additional web-based applications.  These applications include, but are not limited to, the Human Resources Department's Online Application for Employment, the Social Worker Intervention Field Tool (SWIFT), the Facilities Department's Lawn Maintenance Checklist, the Academic Programs Department's Hillsborough Scholars Summer Academy (HSSA) registration, and the Professional Development Department's Instructional Services Center (ISC Events) room request system.

Six vendors responded and their proposals were evaluated by a committee of district personnel. The committee recommended awarding to the highest ranked proposer, Karin D. Powell, LLC. 

The initial term of the contract is for one year with four, one-year renewals to include a .002 percent increase per year.  The Superintendent is authorized to approve the renewal, per the terms of the specifications.

General funds in the amount of $81,900 will be available in the Web Communications Department Budget.
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team.  Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report.  Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
