Renew the Contract with the Lowest and Best Bid Submitted by Sprint Solutions, Inc. for Cellular Telephone Services - Invitation to Bid (ITB) 9180-MST and Approve the Data Plan Expenditures for Global Positioning Systems with Sprint Solutions, Inc. (Business Division)
EXECUTIVE SUMMARY
On February 9, 2010, the Board approved Sprint Solutions, Inc. as the lowest overall bid for monthly recurring charges for cellular telephone services.  The contract was for three years with two, one-year renewal options.  The first three years expires June 30, 2013.  This agenda is being presented to you at this time in order to meet the deadline for the E-Rate application on March 14, 2013, which requires a signed contract for the 2013/2014 funding year.  The Superintendent is authorized to approve extension agreements, per the terms of the specifications.  The district staff will follow the E-Rate procedures to ensure eligible services receive the maximum rebate of 72 percent.

On July 20, 2010, the Board approved the purchase of Global Positioning Systems (GPS) for school buses.  As part of the negotiations regarding annual operating cost Sprint/Synovia provided by Hillsborough County Public Schools best pricing for the Sprint data plan utilized by the Synovia hardware.  The data plan became part of the Sprint agreement with pricing stable for five years, pooled minutes and one free month of service each year.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds covering district cell phones will be included in the General Fund Budget in the amount of approximately $155,000 with an anticipated E-rate refund of 72 percent.  The GPS data plan expenditures will be covered in the Transportation Department budget in the approximate amount of $182,000.  The approximate amounts are an average of the last two years' actual expenditures.
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team.  Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report.  Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
