Approve the Three-Phase Reorganization of the Superintendent’s Cabinet and Two New Job Descriptions
EXECUTIVE SUMMARY
In order to provide an effective transition and ensure maximum achievement in the School District the following recommendations are part of the Superintendent’s three-phase plan.  Ken Otero, presently Deputy Superintendent, has indicated that he will be terminating his DROP prior to his January 31, 2014, ending date. 

Phase I:
Appoint an Assistant Superintendent for Performance Management & Community Support, who under the direction of the Superintendent will organize, control, and direct the operations of the Superintendent’s Office; Business Process Improvement Team, Auditing; and Parent/Community Involvement.  This position will assume a portion of the duties of the Deputy Superintendent to include liaison to the School Board. 

Appoint an Assistant Superintendent for Instructional Support, who under the direction of the Superintendent will work to decrease the span of control and increase emphasis on ESE and instructional support for special populations.  Departments reporting to this position include:  ESE, Guidance Services, Non-Traditional Programs, Professional Development, Psychological Services, School Social Work, Attendance, Nursing, Response to Intervention, 504, and Athletics.

Phase II:
Delete the Assistant Superintendent for Performance Management & Community Support.  These duties will be absorbed by the Chief Academic Officer who will also oversee the departments of Administration, Curriculum and Instruction, Student Services and Federal Programs, and Instructional Support.

Appoint a Chief Human Resources Officer, who will work in conjunction with Dan Valdez until his retirement in December 2013.  This position will oversee the Human Resources Division.

Phase III:
This phase is eliminating a Deputy position at the top of the salary scale and replacing it with a Deputy at the beginning salary scale.
