Accept the Highest Ranked Proposal Submitted by Edgenuity Inc. - Request For Proposal (RFP) #13004-DST Virtual Curriculum 6-12 (Business Division) | |
EXECUTIVE SUMMARY | |
On February 7, 2013, the Procurement Department, in conjunction with the Hillsborough Virtual Instructional Programs Department, issued an RFP for virtual curriculum for grades 6-12. The goal of this RFP was to select a virtual curriculum option in accordance with Florida Statute 1002.45(2), which requires the district to provide three options for all enrolled students to participate in part-time or full-time virtual instruction programs. Quality virtual instruction is made available to students using online and distance learning technology in the non-traditional classroom. In order to provide students with the option of participating in virtual instruction programs, the district may contract with the Florida Virtual School, establish a franchise of the Florida Virtual School, and contract with an approved provider.
Eight providers responded and a committee of parents, teachers, administrators, and technology staff evaluated their proposals and requested three firms to return for presentations. The committee recommended awarding to the top-ranked firm. The initial term of this contract shall be for one year, with four one-year renewals. The Superintendent is authorized to approve any agreement renewals, per the terms of the specifications. |

Expenses are paid from full-time equivalent (FTE) generated by student completion and are estimated to be approximately $250,000 annually. Additionally budgeted for the first year is $30,000, for professional development and training. The new cost reflects a savings of $470,000 the first year and $500,000 annually after that, compared to our current cost of $750,000. | |
EVALUATION | |
Contract administration or evaluation is performed by the Project Manager (end user) and the Procurement Officer, who function as a team. Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report. Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract. | |
