Approve the Realignment, Job Descriptions, and Incentive Program for the Business Division
EXECUTIVE SUMMARY
In a continuing effort to streamline departments within the division and maximize efficiencies, we propose a limited realignment of the Business Division.  The primary need for this realignment is driven by the expanded requirements for the Payroll, Procurement, and Property Control Departments.  Vacant positions have been identified, reviewed, and streamlined.

In the Payroll Department, we are deleting a vacant Accounting Clerk 3 and adding an Accountant 1.  This position will be responsible for understanding, implementing, and maintaining the payroll time accrual system for sick, vacation, and personal time.

In the Property Control Department, we are deleting a vacant Property Control Clerk and adding a Property Control Manager 2.  This position will be responsible for districtwide asset tracking, inventory records, audits (both internal and external), and asset disposal.

In the Procurement Department, we are deleting one Procurement Compliance Officer and one Senior Procurement Officer position and adding a Senior Procurement Officer 2.  This position will review all contracts, agreements, Memos of Understanding, Letters of Intent, Agreements for Technical Services, and vendor order forms, inclusive of these generated outside the Procurement Department that financially obligate the district.

Additionally, the Procurement Department has increased efforts to enhance savings, avoid costs, and provide revenue generating opportunities.  By tracking the savings, we have established a baseline from which to judge future progress and will utilize a proposed incentive program that rewards and retains personnel while increasing savings.

The reorganization of the Business Division is a savings of $47,806.88 to the General Fund.
