Accept the Lowest and Best Bid Submitted by Republic Services of Florida, Limited Partnership - Invitation to Bid (ITB) #13054-MST Garbage Pick-Up (Business Division)
EXECUTIVE SUMMARY

This bid was prepared at the request of the Sites and Utilities Department to establish fixed pricing for garbage pick-up at 150 facilities in the unincorporated areas of Hillsborough County, excluding Plant City and Temple Terrace. The bid was triggered by a request to replace two 2006 Peterbilt front-loading garbage trucks.  The total cost for replacement of these two trucks was estimated to be $475,000.  This cost can be avoided, on a repeating seven-year basis, with the contracting of this service.

Two drivers (Special Equipment Operator 2, Pay Grade 21) will be transferred to other comparable assignments resulting in an annual labor savings that will allow two current vacant positions (Special Equipment Operator 1, Pay Grade 17) to be eliminated (calculated at Level 1, plus fringe benefits).

FINANCIAL IMPACT (Budgeted:  Yes)

Funds in the amount of $793,539* will be available in the Sites and Utilities budget.  Hillsborough County Public Schools 2012/2013, annual expenses exceeded $750,000, not including equipment acquisition costs, driver and mechanics labor, dumpster maintenance, and miscellaneous expenses.  Annual savings (to include cost avoidance) will exceed $75,000.

*Funds calculated as follows:  School year: $31.60/pick-up x 2 weekly pick-ups x 44 weeks x 273 dumpsters = $759,158; Summer estimate: $31.60/pick-up x 2 weekly pick-ups x 4 weeks x 136 dumpsters = $34,381; total amount is $793,539.

Summer service (educational programs, HOST, etc.) and Student Nutrition Services garbage requirements vary year to year and, therefore, are estimated in this calculation to occur at half of the unincorporated area schools.    

EVALUATION

Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team.  Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report.  Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
