Approve the Agreement for Technical Services for DKH Consulting Services to Perform the Evaluation of the Federally Funded Magnet Schools Assistance Program (MSAP) (Information and Technology Division)
EXECUTIVE SUMMARY
The major goal of the district's Magnet Schools Assistance Program (MSAP) is to correlate with the goals of the federal MSAP.  These goals are to decrease segregation and provide school choice, build capacity within the district's magnet programs, and to increase academic achievement for all students.

The grant requires that the project be evaluated by an external evaluator. DKH Consulting Services conducted the prior year's evaluation of the MSAP. To provide continuity, DKH Consulting has been asked to conduct the final year's evaluation as well.

The evaluator will provide formative and summative reports, an Annual Performance Report, and an Ad Hoc update to the Annual Performance Report.  The formative reports, generated from site visits conducted three times each year, will document and monitor activities, determine targets for the current performance period, and assess and explain progress towards those targets. Areas of strengths and weaknesses, as well as recommendations, will be summarized by school and the findings presented to site and district administrators and supervisors directly involved in the magnet program.  Annual summative reports will address each magnet school individually and results presented to school and district staff at the conclusion of the school year and will contain recommendations for improvements based on a review of the data.  The extent of success for each magnet school in meeting their year objectives will be summarized in the Annual Performance Report and will be supported by the relevant data from the formative reports.  Programs include Lockhart Elementary Magnet School, Roland Park K-8 School, and Walker Middle School.

Of the $3,931,468 federal funds awarded for the Magnet Schools Assistance Program, $75,000 has been allocated for the external evaluation of the program.
EVALUATION
Formative and summative reports will be submitted throughout this second year of the project. A final report will be submitted at the end of the evaluation period.
