| Approve the Business Associate Agreement Between Hillsborough County and The School Board of Hillsborough County, FL (Student Services and Federal Programs Division) | |
| EXECUTIVE SUMMARY | |
| We request approval of the Business Associate Agreement between Hillsborough County and The School Board of Hillsborough County, FL, Head Start Program. The Business Associate Agreement ensures appropriately safeguarded Protected Health Information (PHI) and compliance with security and privacy provisions of the Health Insurance Portability and Accountability Act (HIPAA) and the Health Information Technology for Economic and Clinical Health Act (HITECH). This agreement is effective September 23, 2013, through September 30, 2014. This agreement was received in the Head Start Office on October 1, 2013, which results in requesting Board approval after-the-fact. | |

| Financial statements are audited by the Hillsborough County Board of County Commissioners, Head Start/Early Head Start, as prescribed by law. Federal funding for The School Board of Hillsborough County, FL, Head Start Program flows through the Grantee, Hillsborough County Head Start/Early Head Start. There is no district generated revenue used for this program. | |
