DATE: Wednesday, October 9, 2013
TO: School Board Members
FROM: MaryEllen Elia, Superintendent
SUBJECT / RECOMMENDATIONS
Provide a Comprehensive Overview of Existing and Proposed Components that Enhance the Safety and Security at all Hillsborough County Public Schools
EXECUTIVE SUMMARY
To date the school board has approved the following safety enhancements.

1)     Approved the hiring of a security consultant to review current procedures and make key recommendations
2)     Approved the hardening (access control) of all school sites
3)     Approved costs for safety and security training

This workshop will review both the preventative and mitigating strategies that the school district currently implements to enhance safety at each school site along with a 4-year phased-in security plan that will gradually enhance emergency response times and eventually create a safe and more secure atmosphere at all schools.

The 4-year security plan to be reviewed at the workshop would phase in additional Community School Officers (CSOs) over time.  However, an annual evaluation will occur to determine the plan’s effectiveness.  A decision regarding proceeding to the next phase of the security plan will not be made until the evaluation is completed and presented to the board.

STRATEGIC OBJECTIVES
• Promote a culture of safety, which is free from harassment, bullying, and aggression • Demonstrate "best practices" in all aspects of safety including students, employees, visitors, facilities, transportation, and health
FINANCIAL IMPACT (Budgeted:  Yes)
The 4-year phased-in security plan would require the following estimated costs for personnel, equipment, and training.

Year 1 - $767,528
Year 2 - $1,298,106 additional cost
Year 3 - $1,371,556 additional cost
Year 4 - $1,070,676 additional cost

EVALUATION
The district will annually evaluate all components of its safety plan to determine overall effectiveness.  This evaluation will be presented to the school board.
